FSW Overview

Skilled foreign experience
inside Express Entry.

The Federal Skilled Worker Program is one of the three immigration programs managed through Canada’s Express Entry system.

It is designed for skilled workers with foreign work experience who want to immigrate to Canada as permanent residents. Unlike the Canadian Experience Class, FSW does not require Canadian work experience.

At Hakam Immigration Services, we help skilled professionals assess their FSW eligibility, calculate their 67-point grid score, review CRS competitiveness, and build a stronger permanent residence strategy.

Selection factors

The 67-point
FSW grid.

Book PR Review →

Before entering the Express Entry pool through FSW, candidates must score at least 67 out of 100 points across six selection factors. This is separate from your CRS score.

Max 28

Language Ability

English or French language ability is one of the strongest factors in your FSW score and your CRS ranking.

Max 25

Education

Canadian or assessed foreign education can support eligibility and points. Foreign credentials usually require an ECA.

Max 15

Work Experience

FSW requires skilled work experience in an eligible TEER occupation, supported by credible duties and employment evidence.

Max 12

Age

Age affects both the FSW grid and CRS competitiveness, so timing can matter for strategy.

Max 10

Arranged Employment

A qualifying job offer may improve the FSW grid and CRS, although it is not always required.

Max 10

Adaptability

Canadian connections, spouse factors, previous study, previous work, or relatives may support adaptability points.

67
Minimum FSW points required before CRS ranking.

Scoring below 67 means you do not meet the FSW minimum threshold. You may still have other options through CEC, PNP, study, work, or another permanent residence strategy.

Who qualifies?

FSW eligibility requires
more than work experience.

01 Core Requirement

Skilled Work Experience

You must show qualifying skilled work experience in an eligible TEER occupation. The correct NOC code and duties matter.

Best for Internationally trained professionals →

FSW is often used by candidates with strong professional experience gained outside Canada.

Key risk NOC and duties must align →

Officer review focuses on actual duties, not just job title or employer name.

02 Profile Strength

Language and Education

Language test results and education credentials strongly affect both FSW eligibility and CRS competitiveness.

Language Minimum language score required →

Approved language tests are required, and higher results can improve both FSW and CRS outcomes.

Education Foreign credentials may need ECA →

An Educational Credential Assessment may be needed before claiming foreign education points.

03 Readiness

Settlement Readiness

FSW candidates may need to show settlement funds and demonstrate an intention to live outside Quebec.

Funds Proof of funds may apply →

Settlement funds requirements depend on your situation and family size.

Location Outside Quebec →

FSW is a federal program for candidates intending to settle outside Quebec.

How FSW works

From foreign experience
to Express Entry.

1

Take an approved language test

Language results affect both the FSW grid and CRS competitiveness.

2

Get an Educational Credential Assessment

If your education was outside Canada, an ECA may be required before claiming education points.

3

Confirm your NOC / TEER classification

Your skilled work experience must be classified correctly and supported by duties and documents.

4

Calculate FSW points and CRS score

You need to meet the FSW threshold and understand whether your CRS is competitive.

5

Create or improve your Express Entry profile

The profile should be accurate, supported, and strategically positioned.

6

Receive an invitation and submit PR

After an invitation, the PR application requires careful evidence and consistency.

Common questions

Federal Skilled Worker
answered.

Can I apply if all my work experience is outside Canada?
Yes. FSW is designed for candidates with skilled foreign work experience, provided they meet the program requirements and are competitive in Express Entry.
Do I need a job offer for FSW?
Not always. A job offer may help in some cases, but it is not necessarily required to qualify for FSW.
What is the difference between FSW points and CRS?
The FSW grid is the minimum selection threshold for the Federal Skilled Worker Program. CRS is the ranking system used in the Express Entry pool after you qualify.
Do I need an ECA?
If your education was completed outside Canada and you want to claim education points, an Educational Credential Assessment is usually required.
What if I score below 67 points?
If you do not meet the FSW threshold, you may need to improve your profile or explore another immigration pathway such as CEC, PNP, study, or work options.
Which consultation should I book?
For FSW, CRS assessment, NOC/TEER review, PNP comparison, or Express Entry profile strategy, book the PR Application Review.
