Federal Skilled
Worker Program
Built for internationally trained professionals ready to make Canada their permanent home. If you have skilled work experience, strong language ability, and the right profile, FSW may be your clearest Express Entry route.
FSW Overview
Skilled foreign experience
inside Express Entry.
The Federal Skilled Worker Program is one of the three immigration programs managed through Canada’s Express Entry system.
It is designed for skilled workers with foreign work experience who want to immigrate to Canada as permanent residents. Unlike the Canadian Experience Class, FSW does not require Canadian work experience.
At Hakam Immigration Services, we help skilled professionals assess their FSW eligibility, calculate their 67-point grid score, review CRS competitiveness, and build a stronger permanent residence strategy.
Selection factors
The 67-point
FSW grid.
Before entering the Express Entry pool through FSW, candidates must score at least 67 out of 100 points across six selection factors. This is separate from your CRS score.
Language Ability
English or French language ability is one of the strongest factors in your FSW score and your CRS ranking.
Education
Canadian or assessed foreign education can support eligibility and points. Foreign credentials usually require an ECA.
Work Experience
FSW requires skilled work experience in an eligible TEER occupation, supported by credible duties and employment evidence.
Age
Age affects both the FSW grid and CRS competitiveness, so timing can matter for strategy.
Arranged Employment
A qualifying job offer may improve the FSW grid and CRS, although it is not always required.
Adaptability
Canadian connections, spouse factors, previous study, previous work, or relatives may support adaptability points.
Scoring below 67 means you do not meet the FSW minimum threshold. You may still have other options through CEC, PNP, study, work, or another permanent residence strategy.
Who qualifies?
FSW eligibility requires
more than work experience.
Skilled Work Experience
You must show qualifying skilled work experience in an eligible TEER occupation. The correct NOC code and duties matter.
FSW is often used by candidates with strong professional experience gained outside Canada.
Officer review focuses on actual duties, not just job title or employer name.
Language and Education
Language test results and education credentials strongly affect both FSW eligibility and CRS competitiveness.
Approved language tests are required, and higher results can improve both FSW and CRS outcomes.
An Educational Credential Assessment may be needed before claiming foreign education points.
Settlement Readiness
FSW candidates may need to show settlement funds and demonstrate an intention to live outside Quebec.
Settlement funds requirements depend on your situation and family size.
FSW is a federal program for candidates intending to settle outside Quebec.
